What were Wolsey’s successes with the judicial system?

A

-Made the legal system fairer - dispensed cheap and impartial justice, making it more accessible to the poor and weak.

  • He wasn’t afraid to punish the nobility.

-He didn’t want the rich and powerful to gain any advantage in court.

A
  • He punished people he had a vendetta against - Sim Amyas Paulet put Wolsey on the stocks when Wolsey started as a priest so Wolsey summoned him and threatened to confiscate his property if he left London without permission.

-He was quick to abandon his support of the commons whenever matters affected him personally or threatened his power.

He also had no legal training and so didn’t understand what was needed to reform the system.

A

-Tudor subsidy was a more efficient system.

  • He raised over £322,000 in subsidies, £240,000 through clerical taxation an £260,000 in forced loans.

What were Wolsey’s failures with the financial system?

A

-General proscription - the forced loans created resentment.

-Disliked Parliament and only summoned them twice between 1515-23 when he needed them.

-Caused an outcry in East Anglia in response to the Amicable Grant. 10,000 men assembled at Lavenham, meaning Henry was forced to intervene, cancel the grant and Wolsey was forced to apologise.

-The amount he raised didn’t cover the £1.7 million spent between 1509-20.

What were Wolsey’s successes with his social policies?

A

-He defended the poor.

  • Established an inquiry into enclosures. Between 1518-29 legal action was taken against those who had ignored previous laws - 264 landowners, 222 taken to court, 188 verdicts reached and some forced to re-build houses and others forced to return land back to arable farming.

A

-Small impact.

-In the Parliament of 1523, Wolsey was forced to sacrifice whatever gains he had made, accepting all existing enclosures as part of the agreement for the Tudor Subsidy.

A

-1516 he announced a new law for the Star Chamber, where those responsible for administering justice and governing localities shouldn’t be above the law. The same day, the Earl of Northumberland was imprisoned. - Create resentment and strain the relationship.

  • Executed the Duke of Buckingham due to misbehaviour and rumoured plot against Wolsey.

-Interfered with noble’s marriages.
