When looking at roof falls UG cannot afford roof falls as underground there will be injuries and fatalitites. In OC failures of the rock wall are not as detremental as exclusion zones can be set up.

risk rating can occur faster when the performance is determined and there is a list of controls provided to the mine where uses can allows comparison of stats across days or shifts compared to history. It can also show accross a company what mines are higher risk than others.
Why does manufacturing have better understanding/certainty
All materials are man made so there is more confidence in their product and its properties
