What is the opposite view?
Waldo develops Politics as Administration view . PA operates in the political environment. It is different from private administration which operates in a profit oriented environment. This uniqueness must always be kept in mind. PA has to take into account policy matters which are basically political. Hence Waldo rejects the Wilsonian dichotomy. Administrators at the highest level know what works and what does not. They must advise the Ministers and are paid to do so.

Wilson wanted the political class to first determine the policies to be implemented. Having done that they should leave it to the Administration to implement them. They should not interfere with the officials. And the officials should resist manipulation. Thus if there is a law that persons accused of rape should be arrested. Indeed the Wilsonian dichotomy is not only incorrect but also unworkable. The civil servant knows what works and what does not ; if the political master insists on doing what he wants he will land himself in trouble. Administrative is not mere scientific management. It is a device to reconcile the wishes of the people with what is possible. It is a device to reconcile Due Process with Public access to government . No doubt that government should run in a businesslike manner but it is more than a business. Honouring the Constitution and other democratic Imperatives is as important as efficient government. Indeed democracy is a great learning experience., And as the book : Yes Minister , shows the wise Civil servant can make the minister desire should fit the Indian ethos.
