3) The Chief Minister selects MLA’s to become minister
3) After the election, the governor appoints the chief minister and other ministers
4) The chief minister and other ministers form a cabinet
5) Each minister is in charge of their department

5) Hence some mla’s from the ruling party become ministers, but not all the mla’s that are voted become ministers
