what is the legislature
All the MLAs who gather together in the legislative assembly are called the Legislature
What happens during a legislative assembly
1) MLAs can express their opinions and ask questions related to the issue or give suggestions about what should be done by
the government.
2)Those who wish to, can respond to this
3) The minister then replies to the questions and
tries to assure the Assembly that adequate steps are
being taken.
How can decisions by ministers and the chief minister taken
1)Whenever a decision has to be taken, they have to be approved by the members of the legislative assembly
2)These members can ask questions, debate an important issue, decide where money should be spent etc
What does the term governement refer to
It refers to the government departments and the various ministers who head them.
This is the executive part of the govt.
Where else are opinions expressed about the work of the govt. and action demanded
Newspapers, TV channels and other organisations
What usually happens during a press conference and who attend
People from different newspapers, ministers and govt. officials
1) Reporters ask many questions at this meeting
2) The minister and officials try to answer most of the questions and explain the actions of the govt.
What is the purpose of a press conference
1) To spread public messages through the media
2) To explain the steps that the govt. has taken on an issue
3) To answer questions that are posed by the media
In a democracy, who has the main authority
The people
Why should decisions taken by the Chief Minister and
other ministers be debated in the Legislative Assembly
1)This is done to ensure that the decision is in the best interest of the people
2)To discuss the level of cost for the decision, the level of priority given etc
What is the difference between the work that MLAs do in
the Assembly and the work done by government
departments?
The difference is that
1)The work done by the govt department is headed by a minister who is also an MLA. He approves of any work done by the department
2)The job ofdepartment is in the completion of work, while
MLA s
coordinate between the legislative assembly and the govt. bodies involved in the work
What is a coalition govt
When 1 party doesnt have enough seats to form a govt., they may work with another party to get enough seats to form a govt.
Eg- If a part needs 101 seats to form govt., and they have 98 seats, they will work with a party having 5 seats to get 103 seats and form a govt
