Relative velocity equation
Objects velocity - velocity of wind
A cyclist traveling 15m/s against a headwind of 5m/s, how fast is the cyclist moving relative to the wind?
15 - (-5) = 20m/s
The cyclist is moving 20m/s relative to the wind as he needs to overcome it.
Boundary layer
Layer of fluid immediately adjacent to the object/body
A cyclist traveling 15m/s with a tailwind of 5m/s, how fast is the cyclist moving relative to the wind?
15 - 5 = 10m/s
The cyclist is moving 10m/s relative to the wind. It feels like you aren’t traveling as fast.

Relative velocity of object is high, where the boundary layer is unable to follow along contour of object, boundary layer separates and creates low pressure wake behind object
