Does the Dutch government provide public health care insurance?

A

While the Dutch government defines what health care insurance covers, it is not involved with management or provision -> it is instead provided by private companies.

How many different insurance packages are offered in the Netherlands?

A

All insurance companies must offer a basic package. They also offer many optional packages.

basic package is identical across insurance providers . Insurance companies may not turn down your request for a basic insurance.

Basic packages do not cover dental, abroad, etc…

What is the annual deductible cost in the Netherlands and what do the deductibles apply for?

A

The annual deductible for the basic package is between 385 and 885 euros (in 100 euro steps).

Deductibles do not apply to GP visits and obstetrics (and for minors)’

Deductibles only apply to :
-Medication
- Imaging
- Lab work
- Specialists

What do Hayen et al. test for in their study and what are their findings?

A

They try to find out how health care utilization responds to cost-sharing. They do this by checking whether the framing of cost sharing incentives has an effect of health care utilization.

Until 2007, patients received a refund if they consumed little or no health care; the refund was the lower the more care they had consumed. From 2008 onward, there was a deductible

They find that patients react to incentives much more strongly when they are framed as losses.

What do Douven et al. (2015) test for in their study and what are the main findings?

A

In 2008, a new reimbursement schedule for mental health conditions was introduced in NL.

They find that majority of the providers , to some degree, are extrinsically motivated and strategically set treatment durations to exploit the discontinuities in the compensation scheme. In addition, non- extrinsically motivated providers treat patients shorter receive less compensation and get better treatment outcomes. This suggests that the compensation scheme rewards inefficient or low quality providers.
