What is the apportionment problem? What is a possible solution?
A
the apportionment problem arises when the government divides votes up into vote shares and this involves fraction; but the number of representatives for a particular party in the government must be an integer.
Rounding off is a solution proposed by Hamilton which allocates a contested seat to the party with the largest fractional part.
