A duly registered physician who is specially trained in methods of laboratory medicine, of the gross and microscopic study and interpretation of tissues, secretions and excretions of human body and its functions in order to diagnose disease, follow its course, determine the effectivity of treatment, ascertain cause of death and advance medicine by means of research.
Pathologist
A person who engages in the work of medical technology under the supervision of a pathologist, and a graduate of bachelor in medical technology who passed the board exam. Also regarded as the living clinical eye.

●FUNCTIONS OF THE COUNCIL SHOULD BE:
a.To recommend the minimum required curriculum
b.To determine and prescribe the number of students to be allowed to take, student-instructor ratio, availability of facilities

The Medical Technology course shall be at least four years, including a 12-month satisfactory internship in accredited laboratories.
Thus, in response to the fast development of MT education, CHED issued CMO No. 13 s. 2017.
CMO No. 13 s. 2017 recommends the components of minimum curriculum with a total of 173 units to be effective in the academic year 2018 – 2019.

There is hereby created a Medical Technology Board under the Professional Regulations Commission, which shall hereafter be referred to as the BOARD, composed of a chairman who is a pathologist and two members who are registered medical technologist who shall be appointed by the President of the Republic of Philippines upon recommendation of PRC. The chairman and members of the board shall hold office for 3 years after appointments.

● RULES REGARDING THE INHIBITION AGAINST PRACTICE OF MEDICAL TECHNOLOGY
- Duly registered physician
- Medical Technologists from other countries called in for consultation or as a visiting or exchange professors to colleges or universities; provided that they are only practicing the said function
- Medical Technologists in the service of US army stationed in the Philippines rendering services as such for this group only

All applicants for registration as medical technologists shall be required to undergo a written examination which shall be given by the board annually in Metro Manila, Cebu and Davao during month of August or September
on such days and places as the boards may designate. Written notices of such examination shall be published at least thirty days prior to the date of examination

● QUALIFICATION FOR EXAMINATION
- Is in good health and good moral character
- Has completed a course of at least 4 years leading to the degrees of BSMT or BSPH conferred by a recognized school, university or
college accordance with this decree or having graduated from other paramedical profession and has been actually performing medical technology for the last 5 years prior to the examination, if such performance began prior to June 21, 1969.

CRITERIA TO PASS THE BOARD EXAMINATION
- Average of 75% or higher
- No rating below 50% in any major subjects
- Not failed in at least 60% of subjects computed No further examination will be given an applicant who has not qualified after three examinations, unless and until he/she shall have completed 12 month refresher course in an accredited medical technology school or 12 – month postgraduate training in an accredited laboratory
Section 19
● No certificate shall be issued to any applicants below 21 years of age.
● All certificates shall be signed by all the members of the Board and is attested by its secretary.
● The board shall issue COR without examination to the persons who graduated BSMT/BSPH in duly recognized schools in PH or foreign country who have been practicing 3 years at the time of passage of this Act. And
also to all other person who graduated from other professions have actually practicing medical technology
Section 21
The board shall refuse to issue a certificate of registration to any person convicted by the court of competent jurisdiction of any criminal offense involving moral turpitude, or any person guilty of immoral, or dishonorable conduct, or of unsound mind, or incurable communicable disease, and in such case shall give to the applicant a written statement setting forth the reason for its action, which statement shall be incorporated in the record of the board.
Section 23
Administrative investigation shall be conducted by at least 2 members of the Board with one legal officer sitting during the investigation.
Suspension: 2/3 (majority vote), must not exceed for 2 years.
Revocation: unanimous vote
The individual shall be required to surrender his/her COR within 30 days after the decision becomes final.

The board may , upon application and for
reason deemed proper and sufficient,
reissue any revoked registration certificate. The suspension of a certificate shall be re-issued to the RMT concerned upon request without prejudice to further actions by the Board.

No Foreigner shall be admitted to examination, or be given a certificate of registration or be entitled to any of the rights and privileges, unless the country or state which he is a subject or a citizen permits Filipino Medical Technologists to practice within its territorial limits on the same basis as the subjects or citizens of said country or state.
Section 27
A roster for medical technologist shall be prepared annually by the Secretary of the Board. The roster shall contain the name, address and citizenship of each Registered Medical Technologist, date of registration or issuance of certificate, and other data.

ACT OF OMISSION OR NEGLIGENCE AND MALPRACTICE
Not all small clinical laboratories can afford a biohazard. Since medical technologist are
prone to infection while working in the laboratory, the provision of biohazard pay should be strictly augmented and reviewed.

First, a homogenous Professional Regulatory Board of Medical Technology, that is, to be composed of three (3) Medical Technologist, and chaired by a Medical Technologist must be created.

Medical technologist from the Philippines are in high demand, thus their training education should be on a par with the rest of the world’s medical professionals. Philippine schools that offer Medical Technology courses have taken steps to adjust and amend their curriculum in response to advances and current trends in the medical world.
R.A 5527, otherwise known as The Medical Technology Act, was enacted in 1969. the law has become obsolete and no longer responds to the current practice of medical technology education.
This bill seeks to create a Board of Medical Technology under the Professional Regulation Commission (PRC). The said Board will be headed by a qualified medical technologist
