Weapons are going to determine the condition of violence in a conflict.

The weight of the weapon will condition the mobility and then the range of the weapon.
Depending on the range we can do different things. The bigger the weapon is, the longer the range.
The same weapon is going to be much stronger in a closed environment than in an open environment where the victims can run away.

Providers
Legal market is going to have legal providers (often states) and legal manufactures like Smith and Wesson, Remington that sell legal. This is controlled internationally (with ofc many loops/gaps like the black market).
White market:
both the provider and end user have to be legalized for those weapons
