Quick timeline of Water Management in the UK
Before 1973 the local government provided the service, highly fragmented, separate water and sanitation services
1973- Water Act Introduced
1973-1989- Public regional companies in charge of water supply, sanitation and water resources management- conflict of interest
1989 Privatisation- regional water authorities split up, water and sanitation services went to the private sector, water resource management and regulatory work stayed in the public sector
1991- Water Resources Act 1991

Who needs/doesn’t need a license to abstract water
Anyone who intends to abstract water requires an abstraction license unless:
* it is less than 20 m3/day
* it is for firefighting
* it is for the purpose of investigating a groundwater source (consent)
* it is for the purpose of dewatering ‘to prevent interference with building or engineering works’ for up to six months
* it is from collection of rainwater
What are the different drought and resilience plans
WRMP=Water Resource Management Plan, strategic planning for normal times
DMP= Drought Management Plan, this is a tactical plan in times of drought. Based on a design event on the worst event on record- is this enough going forward with CC?
Emergency Plan- Operational Plan
Difference between Drought Permit and Drought Order
Drought Permits are issued by the EA:
* A serious deficiency of supplies of water in any area exists or is threatened
* AND The reason for the deficiency is an exceptional shortage of rain
Drought Orders are issued by the secretary of state:
* A serious deficiency of supplies of water in any area exists or is threatened
* OR such a deficiency in the flow or level of water in any inland waterway to pose a serious threat to any flora or fauna which are dependent on those waters exists or is threatened
* AND The reason for the deficiency is an exceptional shortage of rain
