Verleihen - > to lend
Leihen - > both borrow and lend, depending on subject and dative
Ausleihen - > borrow

Regarding leihen:
Whoever is dative is the one who receives it. So ‘er leiht mir’ - > mir is dative, so you are borrowing. However, in the sentence ‘ich leihe ihm’ ihm is dative so you are lending someone.
But if there is no dative specified, it refers to yourself, as it is short for ausleihen.
