Structure of the executive
The Executive is responsible for executing or implementing government policy, it is the chief source of political leadership and controls the policy process, in short its role is to ‘govern’.
Political executive and official executive
The political executive is known as the government, composed of elected ministers. Prime minister is head of the executive, cabinet members are heads of departments and government ministers tend to work in certain departments under cabinet ministers.
The official executive is known as the bureacracy, appointed by government ministers and provide them with advice and help implement policy
Roles of the executive
Proposing legislation, the majority of legislation comes from the government via the prime minister and the cabinet office, this is often based on their manifesto.
Proposing a budget, the Chancellor proposes a budget after negotiations with other Cabinet ministers.
Making policy decisions, the cabinet sets the government directions and ministers to make day to day decisions from this, provided they are within legislation and the budget.
Powers of the PM and the executive
Royal Prerogative including the power to issue pardons and to deploy millitary force.
Control of legislative agenda, government has the bulk of legislative time.
Powers of secondary legislation, Ministers are
granted various specific powers under laws
passed by parliament, including the making of
guidelines and regulations, and approving
major planning applications and infrastructure
projects
