Refused to withdraw western forces from Berlin
Increased defense spending by $3.5 billion the following month
Khrushchev reacted by increasing the soviet budget by 30%

Heightened tension between the two superpowers due to disagreements over eastern Germany aswell as an increase in defense budget spending
