effect an arrest, prevent escape, or overcome resistance
Pain compliance techniques shall be discontinued
when compliance from the suspect has been achieved.
Application of the Carotid Hold on the following individuals should be avoided unless other available options reasonably appear ineffective or would present a greater danger to the subject, officer, or others, and the need to control the subject outweighs the risk of applying a carotid hold
Pregnant females, elderly, obvious juveniles.
Any individual placed on a Carotid Hold, whether or not rendered unconscious, shall be
examined by paramedics or other qualified medical personel
An officer may use deadly force to protect himself/herself or others
from imminent threat of death or serious bodily injury.
Deadly force may be used to stop a fleeing subject if
the person has committed or intends to commit a felony involving the infliction or threatened infliction of serious bodily injury or death and imminent risk thereof if the subject is not immediately apprehended.
Officers should only shoot at a moving vehicle if
there are not other means to avert the threat of the vehicle or if deadly force other than the vehicle is directed at the officer or others.
Supervisor should be notified of a use of force if any of the following exists:
visible injury or complaint of injury, threat of litigation, application of taser or other tools, application of restraint device, subject rendered unconscious, subject struck or kicked, use or attempted use of Carotid Hold, subject alleges any of the above occurred, K9 bite.
Supervisor’s use of force report should include:
synopsis, suspect info/statements, injuries, property damage, involved officer(s) and roles, investigation, attachments, opinions and conclusions
The supervisor’s use of force report should be turned in at the end of shift unless
the watch commander approves that it can be turned in at a later time.
The final review of the use of force shall be conducted by
the division captain, assistant chief, and chief.
Medical assistance shall be provided if the suspect
has visible injuries or complaint of injury, ongoing physical stress, or rendered unconscious, excited delirium
