Policy
As a Sgt. I recognize use of force is a serious responsibility and exercised judiciously with respect for human rights and dignity
Department’s policy based on two key principles:
1. Sound professional judgement
2. Force used was objectively reasonable based on totality of circumstances, within law and policy
3 legal standards to determine lawfulness:
1. 4th amendment to US constitution
2. California Penal Code 835a
3. Graham v Connor 1989
- Severity of the crime
- Immediate threat to Officers or Others
- Actively resisting or attempting to evade arrest by flight

- Acknowledge the call and go enroute
- Ensure adequate units on scene or enroute
- Primary concern safety (verify 11-41 enroute or staging), second preservation of scene

- As a Sgt, its my responsibility to take an active role in critical and use of force incidents
- My primary concern is the safety and well being of my Officers and the public
- I want to ensure my Officers are acting within policy to prevent civil liability exposure to the Dept
- Ensure myself and my Officers are promoting the professional values and organizational values of the Dept
