Refers to the regeneration, both economic and structural, of an urban area which has suffered a period of decline
Often initiated by regeneration schemes but also due to wider processes

Urban resurgence is particularly the case for former industrial cities which experienced a manufacturing decline but have reinvented themselves as cities of culture and commerce

In the late 20th century Liverpool was badly affected by industrial decline-> rebranding-> reworking of city existing identity-> increases competitiveness which leads to more investment

First project was the Albert Dock which opened up as tourist attraction in 1988

Declared as a UNESCO World Heritage Site
Regenerated-> £19m linear terminal built
Positives
Positive multiplier effect initiating further improvements and attracting greater investment into the area
Creation of new jobs during redevelopment and after
Better transport links
Negatives
As people are attracted back into the city greater pressure is put on infrastructure and some people find themselves displaced as house prices rise
GENTRIFICATION: low income groups displaced by affluent people
