- Areas set up to create development in areas of low employment
- Taxes reduced in these areas
- The goal being for new businesses to move in
- successful in part however it lead to businesses to relocating to the Zone

A
- Creation of agencies specifically to tackle regeneration as opposed to local authorities
- They focused on:
- physical redevelopment of derelict land
- securing private capital and private sector expertise in the redevelopment of the area
- example - Don valley Sheffield

- regeneration addressed focusing on:
- community
- neighbourhood
- urban design
- community focused therefore Local strategic partnerships were set up
- Aimed to involve a broader range of the population when creating local policy
