three dimensions of city institutions
vertical, horizontal, public/private dimensions
vertical dimension
focuses on the levels of government in Canada, and the geographical scale of a city
horizontal dimension
city politics are divided among different institutions
public and private dimensions
focuses on which services should be offered by the private or public sector
at large vs. ward system
at large: whole city ward (smp): electoral districts are divided based on neighborhoods and other smaller areas.

the have no sovereignty, can’t create hospital policy but can make sure that there are enough areas for ambulances to pass on the roads.
