*It is essential that all traffic investigators are aware of the basic procedures to be implemented for hit and run incidents. The purpose of these investigations is two-fold
Determine the identity of the perpetrator

When you apprehend a hit and run perpetrator, you enable what four positive outcomes?
- Deterrence. General perception is that drivers are caught, potential subjects are less likely to commit the act
- Increased Public Support. Apprehending of the violator creates a positive image
- Victims are Compensated. Our apprehension efforts represent the initial event allowing a victim to be properly compensated
- Justice is Served. Apprehension will allow the judicial system to take the proper action against the subject pg235
A Hit and Run is conscious decision to leave the scene. The elements include.
- A collision with damage or injury, in which the driver’s vehicle was involved.
- The driver leaves the scene without providing information and/or rendering aid pg236
When a hit and run occurs what investigations occur?
- Collision investigation. With few exceptions this investigation will be the same as a regular collision investigation, where CAUSE is the primary focus
- Criminal investigation. We will conduct a criminal investigation, where “fleeing or evasion of responsibility” is the primary focus. pg236
What are the typical vehicle/pedestrian injury sequence, three phases?
- Primary impact. A vehicle strikes a pedestrian. The vehicle’s bumper area usually makes contact with the victim just BELOW the knee.
- Secondary impacts. The pedestrian’s upper body falls onto the hood and may hit the windshield.
- Final rest. If the vehicle slows or stops, the body may come to rest on the vehicle’s hood, or slide off the front of the vehicle and onto the ground. pg240
