Planning Policy Guidance (PPG) 24 (1994): Planning and Noise

A

Offers advice on how the planning system can be used to reduce the impact of noise on people; particularly when they are at home.

PPG24 was revoked in 2012 following the introduction of the Noise Policy Statement for England and Wales

The guidance introduced the idea of noise exposure categories, defined in terms of their associated planning implications

The measured noise level or predicted noise level from the major noise source at the site of interest is used to determine the noise exposure category.

A

A key principle is that the adoption of ‘good acoustic design’ principles by developers of new residential development will protect people from the harmful effects of noise.

The “holistic” approach to the design process encourages consideration of other factors throughout the design process, which minimise the noise impacts of the development.

Whole Building Ventilation – continuous, removes pollutants and water vapour not removed byextract or purge ventilation (see below)

Extract Ventilation – removal of air directly to outside – either naturally (passive stack) or mechanical (fan) – used in specific locations as needed to prevent pollutants and/or water vapour moving into other rooms – e.g. fans in kitchens, bathrooms

Purge Ventilation - manually controlled, enables pollutants / water vapour to be removed at a highrate – e.g. windows

These systems need to be designed well, to ensure that the adverse impact which they can have on the acoustic performance of a building are considered fully.

Eg Reducing the area of windows, locating them away from external noise sources, and ensuring that they are caulked (both externally and internally) during the installation process is essential

How does ProPG be in line with NPPF

A

The importance which ProPG places on “Good Acoustic Design” is in line with good design principles within the NPPF.

The Stage 1 approach in ProPG, i.e. the initial site noise risk assessment to identify and mitigate potential noiserisks, is in line with both NPPF and NPSE.

-written jointly by three of the leading relevant professional organisations

although not “official” Government guidance, Local Planning Authorities should have regard to it and the approach it recommends should be regarded as representing best practice.

Adoption of ProPG by a Local Planning Authority (LPA)

The steps to be taken by an LPA to adopt such an SPD would be as follows:

A
  • Create an SPD relating to noise. The SPD should include a clear requirement for all applications relating to new residential development to be accompanied by detailed evidence that noise has been fully considered - in accordance with the contents of ProPG and associated guidance.
  • Submit the draft SPD with a report to the relevant Members detailing the approach to be taken and the reasons why - to obtain organisational support prior to progressing further.
  • Undertake a public and stakeholder consultation process on the draft SPD.
  • Review consultation comments and amend SPD accordingly.
  • Submit to the relevant internal Committee for ratification.
  • SPD is then adopted.

The creation and subsequent adoption of a noise-related SPD would be beneficial in requiring developers to adopt the approach in ProPG.

Outline Planning Permission for a high noise risk site

A

An application for outline planning permission can only be made where permission is being sought to erect a building

The process allows a developer to obtain an early indication of whether a proposed development is likely to be given full approval

-it will be subject to a condition(s) which will require subsequent approval, in relation to any number of“reserved matters”.

Monitoring as part of the planning process.

A

The main advantage of confirming the scope and methodology of any noise monitoring exercise formally prior to its commencement is that it

  • clarifies the expectations of the LPA
  • helps to prevent any disagreement on the methodology adopted following completion ofany survey undertaken.

However, it can be a time-consuming process, potentially delaying the commencement of the noise monitoringexercise.

  • Unattended data requires battery changing, calibration and site visits
  • Doesn’t allow for accurate assessment of site conditions of sources or adverse weather.
