  • comes from social work re: immigrants/poor people services
  • the organization of a community to come together, identify a common need or goal and mobilize resources to achieve it collectively
  • not a science but an art of consensus in a democratic process
  • act of the community advocating for social, instituational, political change for achieving a common goal
  • sometimes issues are too large for small groups or individuals to accomplish by themselves - better in a communities
