How fast or slow they vibrate as breath passes over them.

Quality is what makes one persons voice distinctive from another.

Resonance and tone.

Resonance is the amplification or intensification or sound.
What is tone?
Tone is the way your voice reflects the message.
What is time?
Time is the rate of utterance.
Guidelines for determining rate:
(1) Consider pacing.
(2) Consider phrasing.
