Because bone remodeling is stimulated when the osteocytes receive signals, such as stress/force being put on the bones, to rebuild the bones. If these stimuli are not sent than bone will not be regenerated and strengthened.

Compact bone is composed of osteons which are like tiny weight-bearing pillars in the bone that have a central canal running through the middle that contains small blood vessels and nerve fibers. Spongy bone doesn’t have osteons but does have trabeculae which are like tiny bone struts where the bone marrow is that also help the bone resist stress.
