3 major steps to passing the bill into a law
- the proposal
- three readings
- president action
proposal from the president, government agencies, private citizens
the proposal
it is filed in the house and congress, has 4 numbers
house bill (ex. ra 1425)
it is filed in the senate, has 3 numbers
senate bill (ex. sb 438)
this step is the
- referral to appropriate commitments,
- sponsorship message (period of debate and amendment) and
- distribution of bill in final form
three readings
what happens to the bill during the 1st reading
- if favoured = report is submitted
- if rejected = it dies a natural death
under the 2nd reading (sponsorship message) are the
- period of debate
- period of amendment
what happens to the third reading
- distribution of bill in final form
- roll call vote
- no amendments
- transmits bill to the other house
if approved by the other house, the final version of the bill is signed by
- senate president
- speaker of the house
what happens if no action within 30 days of receipt
bill lapses into law
after the president approves the bill, the law shall
take effect after 15 days following the completion of their publication
what happens if the president vetoes a bill
- it returns to originating house with explanation
- to override veto, 2/3 votes must come from the both houses (senate, house of rep)
reasons why the president vetoes (3)
- considers public opinion
- not a priority bill
- proposed law by opposition
