what happens if no action within 30 days of receipt

after the president approves the bill, the law shall
take effect after 15 days following the completion of their publication

- it returns to originating house with explanation
- to override veto, 2/3 votes must come from the both houses (senate, house of rep)

led by archbishop of manila rufino cardinal santos issued a pastoral letter on behalf of the catholic hierarchy
