Uusually preceded by a green & white paper draftsman by civil servants steered though parliament by a responsible minister. The government must have reasonable majority for it to proceed
what are private members bills
Non-government bills introduced by individual back bench MP’s. MP must enter a ballot to win the right to introduce the bill. They usually cover non-political issues and dont usually go forward but do raise awearness

describe a private bill
A bill which usually affects only a small ammount of people usually businesses and organisations. They begin in the HOL and used less frequently now. Used in large projects such as the Manchester ship canal.
