Primary- all without conventional (safe&secure) accommodation- those who sleep in parks, cars & live on the streets. 2. Secondary-those who move frequently from one form of temporary accommodation to another-bordering houses on a short term basis, residing with family/friends, as no place of their own-defined as 12 weeks or less. 3. Tertiary-those who live in boarding houses on a medium to long term basis i.e. over 13 weeks.
