-Portable CO2 extinguisher is located at the top of the ATCT cab stairwell.
- The ATCT ladder well has the fire suppression system.
-There are Fire Alarms located on each floor of the ATCT by each door way prior to entering
the stairwell.

ELECTRICAL POWER SHUTOFF SWITCHES

A

a. There are two main electrical power shutoff switches:

1) In the ATCT cab at the top of the stairs next to the door labeled Shunt LV-2.
2) At the base of the ATCT cab on the eighth floor by the entrance to the ATCT ladder well,
labeled Shunt LV-2.
b. To turn off individual positions, receptacle, or lights utilize power panel (Shunt LE-2) located
at the base of the ATCT cab on the eighth floor by the entrance to the ATCT ladder well.

Evacuation shall occur under the following circumstances:

-at the discretion of the FWS the
tower may be vacated when winds exceed 60 knots or more.
2. Any personnel not required for staffing shall proceed to the front parking lot of Bldg. 230 (White
House) in the event of a bomb threat. In the event of a fire or other necessary evacuation, muster
with the Section Leader north of the red line behind Bldg. 100.

Tower Evacuation Procedures

A
  1. Down the stairwell to the ground level. IN CASE OF FIRE, DO NOT USE THE ELEVATOR.
  2. ensure all aircraft in the Class D are advised that the ATCT is being evacuated and either land at NTU, depart VFR, or divert to an alternate field.
  3. FD operator will record the ATIS stating, “NAS Oceana Control Tower has been evacuated and is being operated from a remote location.” If time does not allow for recording secure the ATIS.
  4. The FD operator will be the first to leave the Tower with the “Go-Bag” after adding the
    following items: Light Gun, two hand-held radios located by the TS console and the Tower
    URC-200.
  5. The following DRFO entry shall be made by the TS prior to leaving the ATCT: (time) ATCT evacuated due to (reason for evacuation).
  6. The TS, LC, and GC shall immediately check out either 0 or 00 from the AFS to serve as the Mobile control Tower (MCT), station the MCT on the airfield at the discretion of the TS, and establish communications with the URC-200/PET-2000 radios on 360.2 and 127.075.

HYDRAZINE LEAK PROCEDURES

A
  1. Notify other aircraft on all available frequencies to remain clear and/or upwind of the subject aircraft.
  2. Ensure the known location of the aircraft/vapor for future clean up. Cleanup is the
    responsibility of General Dynamics F-16 contractor and crash crew personnel. Generally, sand and large amounts of water will be used.
  3. After landing, the aircraft shall be taxied to an isolated area on the airfield (as directed by the
    Crash Captain).
  4. pilot to point aircraft into the wind.
  5. After securing the aircraft, it will be towed to one of
    the following decontamination areas: compass rose, approach end of runway 14, or perimeter
    taxiway north side of runway 32.
  6. If required to support clean up, runway will be closed.
  7. General Dynamics will normally be accompanied on the field by the standby fire truck from the
    base of the Tower.
  8. Adjust pattern not to interfere with hydrazine aircraft (i.e. land or depart from another runway).

A

used in the emergency power unit of the F16. It has the odor of ammonia and produces a
white vapor. Actual/suspected hydrazine leaks are to be considered an emergency. If the pilot declares
an emergency due to a hydrazine leak or states “I have an EPU emergency”

TOWER SUPERVISOR DUTIES AND RESPONSIBILITIES (FACMAN)

A
  1. Ensure proper manning notify the FWS whenever proper
    manning levels cannot be met.
  2. Notify FWS, RAPCON, and AFS when the ATCT is open after airfield closure.
  3. Make recommendations to the FWS concerning position qualifications and suspensions as
    required.
  4. Continuously update the watch team on observed and deteriorating weather.
  5. Ensure no gear is adrift and perform light cleanup
  6. Use discretion on which frequencies to monitor. Always monitor Guard
  7. Exercise continual surveillance of all control positions to ensure satisfactory performance and
    necessary coordination is being accomplished and all tower positions are correctly and efficiently
    executing their responsibilities.
  8. Report any discrepancies to the FWS and GEMD regarding ATC equipment and the AFS for any
    other trouble call item.
  9. Notify the FWS and AFS of any abnormalities affecting safe operations.
  10. Ensure Flight Demonstration information is broadcasted on the ATIS.
  11. Ensure EMCON and HERO condition are set, IAW the AOM, broadcasted on ATIS and control
    frequencies, and logged on the DRFO (APPENDIX D – FACILITY LOG ENTRIES).
