Complete Independence:
If walking: pt safely approaches, sits down is a chair, transitions to standing. Pt also transfers safely form bed to chair.
If w/c: pt wheels to a bed or chair, lockes brakes, lifts foot rests, removes arm rest if necessary, and performs either a standing pivot or sliding transfer (no board) and returns. Performed safely.

Modified Independence–pt requires adaptive or assistive device aka sliding board, lift, grab bars, or special seat/ chair/ brace/ crutches: or longer than a reasonable amount of time, or safety considerations. (prosthesis or orthosis is a/d for this transfer.
