Where a separate person acts as a steersman of a MV: it includes that person as well as any other person engaged in the driving of the vehicle, and ‘drive’ is to be interpreted accordingly.

The whole or a part of a highway other than a ferry or waterway. Where a highway passes over a bridge or through a tunnel, that bridge or tunnel is to be taken for the purposes of the Act to be a part of the highway.
