- Productive workers who would often accept low wages
- Skilled workers
- Good infrastructure (air, rail, road etc)

- Rolls Royce just closed a factory - lots of skilled workers out of work
- Derbyshire County Council agreed to give them 20 million quid if they came.
- Close to excellent road links - A38 next to the factory, link to M1 to North East, WM -> SW
