What USA wanted?
1.14 point plan.
- In particular a League of nations
- and to spread democracy
- He was aware of the danger of punishing Germany too harshly
- as this may cause future conflicts.
What did UK want?
- He wanted to ensure that Germany could recover
- as there were a significant trading partner.
- Many in Britain had lost relatives
- and he needs to balance this with some form of punishment for Germany
What did France want?
- He wanted revenge to punish Germany
- so they could not rise again to power
- and threaten France.
- He also wanted Germany to pay for the damage caused to France.
- France had the largest civilian loss of life in WWI.
What did Italy want?
- They had little say in the peace talks having changed sides in 1915.
- They did want and got a small amount of land from Germany.

How did Germans react to the terms of the TOV? (War Guilt Clause)
- They believed they were not to blame for war
- Although it did not physically harm Germany
- it still hurt their pride

The soldier sent to sign the Treaty refused to sign it-
“To say such a thing would be a lie,” he said.
In consequence, ultimately Germany wanted to overturn the terms of the TOV
How did Germans react to the terms of the TOV? (economic)
- Germany held great resentment to the 6,600 million pounds in reparations
- because this was an unrealistic amount
- It also made Germany believe that France and Britain were trying to starve their children
After France and Britain invaded Germany (January 1921) - did Germany start to pay reparations?
