Duelist B is more at risk of receiving a game loss in this scenario. Although the promotional token has no effect on the duel, it is still a part of the duel and is technically breaking the rules as it states “Cannot be used in a duel”
However, if this duel were to be live-streamed, duelist A would likely be penalized.
