- Goebbels propaganda from 1942 was more focussed on persuading Germans to accept the lower living standards
- Following the battle of Stalingrad, the tone of the propaganda changed
- Goebbels initially tried to downplay the problems
- the message by 1945 was to fight to the bitter end
- the fear of the USSR by the Nazis was used to install determination

- generally, it is believe that propaganda had minimal impact, except for just reinforcing pre-existing prejudices and fears

- introduced in September 1939 - meat, fats and other items such as tobacco
- after Germany invaded the USSR in 1941 rationing fell
- meat rations: fell by 80%
- fruit, vegetables and potatoes included in rationing
