  • national staff shortage and over-reliance on agency staff who may be underqualified
  • private rehabilitation services and companies re substandard
  • there have been shortcomings in keeping victims safe

  • community rehabilitation companies ( 21 companies) 19 out 21 failed
  • national probation service have more sucusses than CRCs byt they are out dated
