WHY institutional reforms are the most important way to ensure a democratic transitional justice?

A

It aims to acknowledge victims as citizens and rights holders and to build trust between all citizens and their public institutions.
This structural reform aims to restructure the institutions to promote integrity, legitimacy and accountability. An independent judiciary system is a key to increasing representation and following and adopting international agreements and human rights treaties.
