- if granted inadequate the setting is placed under special measures

- provides individuals with information on their rights
- ensures various environments know their responsibilities under equality law
- commission can provide legal advice in cases of discrimination and will support individuals to take cases to court

- provides evidence based guidelines on how particular conditions should be treated
