What is the overriding principle of TENR?
Safety is Success
Breakdown - Threat:
any individual, thing or group with the ability to cause harm to police, bystanders or themselves or may hinder police from doing their duties.
Breakdown - Exposure
Potential harm to people or things. This can be avoided by assessment and planning.
Breakdown - Necessity:
Operation to proceed now, later or not at all?
Breakdown - Response:
The actions taken from police based on the assessment made guided by the TOF.
