Maastricht, EC’s new powers?
TEU amended and expanded existing European Community Treaties in a number of significant respects (and added to EC pillar so there is legal competence)

• Economic and Monetary union
THREE PILLARS?
ONE – European Communities (ECSC, EURATOM, EEC)
TWO – Common Foreign and Security Policy (war, terrorism)
THREE – Justice and Home Affairs (torts, police, crime, immigration, asylum, visas)
Treaty of Amsterdam 1997
Some JHA things were moved to EC “Treaty of Rome” territory = now has legal base
Treaty of Nice 2000
Took away veto on asylum and immigration = now more supranational
Treaty of Lisbon 2007
De-pillarization! Merging of existing treaties
- 3rd pillar merged into Maastricht
- 2nd pillar not merged, but becomes a chapter in the treaty which reproduces what was the 2nd pillar
