Of course although both are cheating Orwell does not discriminate
Because the such a fact is unimportant
What he is trying to get accross is each party is trying to get accross in the “Friendly game of cards” each ruler is trying to destroy each other

Overall Orwell is suggesting that rulers such as Napoleon will continue to grow in number
and in power
unless people become more politically aware and more wary of
these leaders noble deads
