What are the purposes of cooperation between spheres ?
• To emphasise and facilitate inter-governmental cooperation and coordination between all levels rather than competitive political conduct.
• Enhances features of federalism.
• Essential to ensure public participation and fully democratic societies.
Composition of government
Cabinet consists of president, deputy president and ministers appointed by president. Sec 91, cabinet has no specific number so president can appoint any. Deputy president is referred to as de facto prime minister.
What are the two models of federalism ?
Divided model & integrated model
Intergrated model
• Exclusive and concurrent powers between level of government for a proper division of state revenue so that levels of government can cooperate.
Dual federalism
• Uncoordinated coexistence between federal government and coexisting states
• National government and states were in competition and not partners
• Each state acted in a separate sphere and had its own powers and functions
• Total disregard of important linkages
