Theater Air-Ground System (TAGS)
What are the 5 components of the Theater Air-Ground System (TAGS)?
1- Army Air-Ground System (AAGS)
2- Marine Air Command and Control System (MACCS)
3- Navy Tactical Air Control System (NTACS)
4- Special Operations Air-Ground System (SOAGS)
5- Air Force Theater Air Control System (TACS)
What is the purpose of TAGS?
1- Ensure common understanding of the chain of command and systems comprising the TAGS
2- Maximizes the ability of commanders to integrate, synchronize, and direct joint operations
-Centralized control over joint assets
-Sets theater objectives and priorities through campaign plans
- Establishes the requirements for TAGS
- Overall responsibility for airspace control and air defense
- Directs air apportionment
Joint Force Commander
Can be Army or Marine Corps
JFLCC
Can be Airforce or Navy
JFACC
Works inside the AOC, but works for the ARFOR

Joint Force Air Component Commander (JFACC)
An operational flight by one aircraft
Sortie
Provides Air Force/ Air Forces to joint force commander.
Air Forces Forces (AFFOR)
- Fighter / Bomber wings
- Reconnaissance support
- Electronic Warfare support
- Airlift and tanker support
Commander Air Force Forces (COMAFFOR)
Service component commander with preponderance of air assets and C2 structure to support joint air operations.
Plans, coordinates, allocates and tasks air sorties based on JFC Guidance
Joint Force Air Component Commander (JFACC)
The Senior C2 element of the TACS and includes personnel and equipment of necessary disciplines to ensure the effective planning and conduct of component air and space operations.
Develops the air operations strategy
Develops and executes the Air Tasking Order (ATO) and the Airspace Control Order (ACO)
Joint Air Operations Center (JAOC)
Generates and employs combat capability:
- operations (mission tasking, planning)
- maintenance (aircraft, weapons, fuel)
Normally commanded by a wing commander (usually an O6 or O7)
Airbases
Receives orders. / combat tasking from the AOC (two way communication)
Scalable and tailorable
Decentralized execution
Wing Operations Center (WOC)
Ground-based mobile element of the TACS
Provides positive control of airspace user
Can be delegated decentralized offensive and defensive air operations
Can find, fix, and target airborne threats
Control and Reporting Center (CRC)
Airborne extension of the CRC
Battle management C2 beyond Line of site
Provides radar coverage
Airborne Command and Control (Airborne C2)
Acts as the JFACC’s primary representative to functional component Commanders (JFLCC)
A liaison element only! Doesn’t have the ability to C2 air operations
Senior liaison from the TACS to the AAGS
Joint Air Component Coordination Element (JACCE)
Provides Army forces to the joint force commander.
Commander Army Forces (ARFOR)
Service component commander with the preponderance of land forces and the C2 structure to support operations
Plans, coordinates, employs, and synchronizes all land forces and capabilities, including CAS
Can be filled by Theater Army, Corps, or Division staff
Joint Force Land Component Commander (JFLCC)
Location from which the commander and staff controls and assesses operations
Command Post
Drives the targeting process for each echelon of command
Fire Support Element
G3 staff element at the division, corps, and higher echelons
Identifies all airspace requirements to integrate other warfighting functions into the airspace plan
Airspace Element (AE)
Shared Responsibilities:
Plans for airspace use and executes near-real-time control during execution
Monitors operations of airspace users
Requests, maintains, and disseminates joint ACMs
Develops and coordinates airspace control appendix
Air Defense Airspace Management / Brigade Aviation Element (ADAM/BAE)
Senior Liaison between the COMARFOR and the JFACC
Battlefield Coordination Detachment (BCD)
Provide liaison between ground units and the USAF wings that are providing CAS, AI, airlift, or airdrops
Ground Liaison Detachment/ Reconnaissance Liaison Detachment (GLD/RLD)
Commander is designated as the Theater Army Air and Missile Defense Coordinator (TAAMDCOORD)
May also be designated as the deputy AADC
Army Air and Missile Defense Command
Advises the AAMDC on how to integrate ADA Assets
Plans current operations and makes adjustments/ modifications
Air Defense Artillery Brigade
The Army single point of contact between land-based AMD Fire direction centers and the joint or Army controlling authority
Air Defense Artillery Fire Control Officer (ADAFCO)
Capable of employing long-range precision fires and other effects from multiple domains to the JFC or a component commander
MDTF (Multidomain Task Force)
Advise ground commanders on the capabilities and limitations of air operations
Provide the primary terminal attack control of CAS
Tactical Air Control Party (TACP)
Airborne extension of the TACP
Main objective is to maximize and integrate joint fires on the battlefield
Forward Air Controller (Airborne)
Primary control agency of the TACS that directly supports ground forces at the senior tactical echelon
Provides procedural control of air component aircraft operating in the AO
Extension of the JAOC
Air Support Operations Center
Primary net for requesting immediate air support requests by JTACs
May be tactical satellite communications (SATCOM) or High Frequency (HF)/ Single sideband
Joint Air Request Net
Optimally located at the Division level
Functions include:
Control of joint fires
Airspace control
Interdiction coordination
Joint Air Ground Integration Center
