Refers to a political situation rather than legal rule
Those with authority to uphold the law should govern the same within their powers
The law applies to all
The law is certain

Everyone.
Regardless of religion, wealth or social status.
However the cost of obtaining legal services or advice is too high and even though public funding is available tests have to be satisfied in order to be eligible.
