- October manifesto 17th October 1905 announced the creation of Duma – a national assembly which would be elected from any hierarchy and given the power to make laws.
- Tsar could no longer consider himself as an autocrat.
- November 1905, Tsar issued a report cancelling redemption payments

- Not effective for solutions to grievances
- 1907, voting changed to benefit only landowners
- nicholas changed the first two duma’s that the manifesto allowed as they were heavily against him so he kind of went against the laws
- Upper house created known as state councils, members personally appointed by tsar, could veto legislation like tsar
- Article 87 of fundamental laws, any government could declare state of emergency and pass laws when duma was out of session which was only in a state of emergency

- Believed God chose him to rule so thus when he went out into the war, he believed that his presence would be uplifting and encourage soldiers to fight better
- Refused to share power but took advice from Alexandra which was controversial because she was German.
