Statuto granted in March 1848.
What did the Statuto do?
Creates a constitutional monarchy and improved the freedoms and rights of the the people in Piedmont
Why did VE keep the Statuto?(according to Italian historians)
Some Italian historians claim he courageously defied the Austrians and kept the Stauto
Why did VE keep the Statuto? (according to western historians)
Other western historians believe he was pressured by the Austrians who feared if the Statuo was removed people may rise up against Victor Emmanuel and possibly Austria.
Austria also feared Italy would turn to France for help if there was unrest.
They believed a constitutional monarchy was better that a republic.

It had a relatively free press, an elected if unrepresented assembly, legal equality and some civil liberty.
