A

In the constitution there was an obligation on the employer to accommodate disabled worker’s needs, and to bear the full costs of this accommodation unless it gave rise to ‘undue hardship’ .

The definition of the term “disability” in the Bill was such that it was impossible to estimate in advance what the likely cost of reasonable accommodation would be to an employer’
