- Law making
- Overseeing the executive branch

- Both houses have equal power
- All bills must pass through all stages in both houses
- Neither house can override the wishes of the other
- All money bills must begin in the House

- An implied power of the constitution
- Oversight of executive departments e.g. controls their budget
- Conducted in standing and select committees

- By the senate only
- Simple majority required
- Rarely rejected
- Most important appointments are to SC and Presidents cabinet

- Ratifying treaties

- Requires 2/3 majority in both houses
- Very difficult to achieve
- Obama Vetoed 12 bills in his 8 years and only 1 was overridden (JASTA)
