Point 1 : Entrenched
A
- UK constitution not entrenched, so devolution act of parliament, whereas US constitution is entrenched so federalism part of constitution
- Means that devolution could be overturned or expanded e.g. further devolution in Scotland 2016
- Federalism would be very difficult to remove as it is entrenched

Point 2 : Fusion of powers
A
- Devolved bodies have a fusion of powers, federalism has a separation of powers
- Devolved bodies draw their executives from legislative bodies, federalism elects executives

Point 3 : Share of power
A
- In federalism power shared equally between state, In devolution power not shared equally
- Individual states in the US have equal power to make legislation
- Devolution, it depends where you live
- E.g. Scottish Parliament originally given limited tax powers, whereas Welsh assembly was not
