The organization of the state/regions/EU, it can be connected or separated from the political level of the government.

A
- Typical French
- Administrative power is concentrated in the ministerial national bodies
- Hierarchical structure
- Coontinuity between political and bureaucratic sphere
- Civil servants: public concourse, neutrality, pursuing the national interests –> special laws’ sector + specialized fora

NEW MINISTERIAL MODEL
A
- Typical Anglo-Saxon
- Multiple public administrations exercise the administrative power
- Based on autonomy
- Division between political and administrative sphere
- Civili servants: public concourse, neutrality, pursuing the national interests –> ordinary labor law and contracts + ordinary courts

AGENCIES’ MODEL
A
- Agency: separated from the ministries; self-organization and self-management; it can exercise “technical operative” activity in a position of autonomy
- However they are not fully independent, because they are addressed and monitored by the referring Ministry

INDEPENDENT AUTHORITIES’ MODEL
A
- Independent authorities: public bodies with a high level of technical competence, appointed neutrally.
- Not dependent on a Ministry: outside of the political address and control –> fully autonomous, with own budget, management and personhood
- To separate the government of rule-making and administrative choices in economic sectors to safeguard public and private interests of constitutional nature.
