As a constable, if reasonable grounds exist that any person is in possession of a controlled drug, without warrant I can ,

Search person and detain for that purpose,
Search any vehicle or vessel in which drugs may be found and require the person in charge of the vehicle to stop it.
Seize and detain anything found in the course of the search which appears to be evidence of drug use.
